I was able to resolve this after finding this post.
The short if it is that you add this line to your /etc/xen/machine.cfg file:
extra = ‘clocksource=jiffies’
Boot the VM and it should now live migrate correctly. Check the clocksource by running the following:
echo /sys/devices/system/clocksource/clocksource0/current_clocksource
